However, I've narrowed it down to some truly heartless and fascinating characters that I simply can't get enough of. Here are the villains that made the cut, along with my personal insights into what makes them so memorable.

Number 3: Tsukasa Yugi - Toilet Bound Hanako-Kun

Tsukasa Yugi is the evil twin brother of Amane Yugi, and he's a fiend who will do anything to have his sibling back. In the anime 'Toilet Bound Hanako-Kun,' Tsukasa's story is a chilling and compelling tale that will stay with you for years to come. He’s heartless and manipulative, forcing others to comply with his whims in exchange for their desires. Perhaps his most disturbing act is compelling Mitsuba to eat No. 3’s heart in order to achieve a higher ranking as a rumor.

Number 1: Medusa from Soul Eater

Medusa is one of the most scandalous and malicious villains in anime. As a witch who manipulates her child into doing bad things, her story is both shocking and captivating. She deceives everyone, disguising herself as a doctor without changing anything about her appearance. Her son, Crona, falls for this ruse, and she promptly starts pushing him to do more harmful actions. She lures Professor Stein into madness through her manipulation and romantic pretenses, and even goes as far as to put a snake into his body to further erode his sanity.

Medusa's final actions, where she tells Crona to do even more bad things after he becomes accustomed to his new life in school, are some of the most harrowing moments in the series.
