Steel, which is commonly used for chains, requires temperatures of almost 1400 degrees Celsius to melt.

Azula would need to produce extremely high temperatures, touching chains that would be almost 1400 degrees Celsius right next to her hands, which is practically impossible without severe burns. Furthermore, metal conducts heat very efficiently, making it even more challenging to heat up a localized area. Instead of melting a small section, Azula would need to heat a large length of the chains, which would take considerable time and energy.

Firebenders typically use their bending for a few seconds at a time due to the immense energy required. Running this process for minutes would be extremely strenuous and may lead to her collapsing from exhaustion. Even when the chains reach the requisite temperature of 1400 degrees, they won't liquify immediately but will start to melt gradually, drop by drop. At this stage, Azula could potentially break out by ripping the weakened chains off, but Katara's strategically positioned water could quickly extinguish the fire and render her efforts futile again.
